Welcome to the website of the Military and Biodefense Vaccine Project of the
National Vaccine Information Center ( NVIC )

The Military and Biodefense Vaccine Project is sponsored by the National
Vaccine Information Center ( http://www.nvic.org/ ). The MBVP and this
website focuses on the safety and effectiveness of vaccines that are being
developed for routine use in the military or for use by military personnel
and civilians in response to bioterror threats.

This website is dedicated to increasing awareness about the benefits and
risks of military and biodefense vaccines, as well as federal and state
legislation which authorize mandatory use of experimental bioterrorism
vaccines in military and civilian settings without voluntary, informed
consent.  Laws such as the Bioshield act and other post-9/11 legislation,
will shield vaccine manufacturers and public health agencies from
accountability and / or liability for injuries or deaths that are caused by
mandated use of experimental vaccines. Many of these vaccines will not have
been proven safe and effective before they are used on a mass basis.

This website contains a comprehensive collection of news reports, resources
and links to the most current information on our nation’s military and
biodefense vaccine programs. It has been created by experienced and
knowledgeable individuals with backgrounds in civilian and military
vaccines, government vaccine policies and legislation, biodefense research,
medicine, law, information technology and bioethics.

The MBVP is staffed by individuals who have worked to insure informed
consent protections in U.S. civilian mass vaccination programs, and the
military mandatory anthrax vaccination program. We have worked closely with
the vaccine victims to help them, and their families. We are dedicated to
keeping you informed about the latest information on military and
bioterrorism vaccines, including updates on current litigation and
legislation, and reports from those who have been adversely affected as a
result of federal biodefense policies.

  Meryl Nass, M.D. is a diplomate of the American Board of Internal Medicine
and on the staff of the Mount Desert Island Hospital in Bar Harbor, Maine.
As an internist in private practice for 10 years specializing in caring for
military personnel suffering from brain and immune system dysfunction
following anthrax vaccination, she became an internationally recognized
medical expert on anthrax vaccine reactions. She has provided expert
testimony in Congress and written extensively on Department of the Army ,
NIH and FDA clinical research and military vaccination policies lacking
informed consent protections. She is a member of the Medical Advisory Boards
of the National Vaccine Information Center, Institute for Molecular Medicine
and Alliance for Human Research Protection. Her entire resume may be viewed

  Randi Airola served in the U.S. military for nine years with the Army
Guard and Air Guard in Michigan. After receiving four mandatory anthrax
vaccinations at age 25 between 1998-1999, her health deteriorated severely
(loss of peripheral vision, muscle and joint pain and weakness, abdominal
cramping, memory loss, chronic migraine and disabling fatigue) and she
refused to receive a fifth anthrax vaccination. When she refused to be
re-vaccinated, she was forced out the military and has worked since then to
assist military personnel who have been injured by anthrax vaccine reactions

  John Richardson  is a retired USAF Reserve lieutenant colonel. An F-16
fighter pilot during the Gulf War, he served as a policy analyst on the
Joint Chiefs of Staff (J-5) from 1992 to 1998.
  Barbara Loe Fisher is co-founder and president of the National Vaccine
Information Center, founded in 1982 by parents of vaccine injured children.
She is co-author of the 1985 book DPT: A Shot in the Dark; a blogger at

newsletter, which provides daily commentary on breaking news about vaccine
research, development, regulation, policymaking, and legislation (go to

Vaccine Advisory Committee (1988-1991); the Institute of Medicine Vaccine
Safety Forum (1995-1998) and the FDA Vaccines and Related Biological
